TikTok 数据迁移至甲骨文 Oracle 服务器

近日，TikTok（抖音国际版）官方发布了一则《Delivering on our US data governance》声明，宣布已经开始将美国用户的数据迁移到 Oracle 云基础设施。

“一年多来，作为我们商业关系的一部分，我们一直在与 Oracle 合作采取多项措施，以更好地保护我们的应用程序、系统和美国用户数据的安全”，TikTok 美国安全公共政策的 Albert Calamug 在声明中写道。

这一决定旨在解决美国官员对于安全的担忧。

争议下的 TikTok

事实上，早在 2017 年 11 月，字节跳动以 10 亿美元收购北美音乐短视频社交平台 musical.ly。2018 年 8 月，字节跳动宣布将短视频应用 musical.ly 与TikTok（抖音海外版）联合推出一个全新的短视频平台，升级后的新平台将沿用 TikTok 的名称。

两年后 TikTok 宛如一匹黑马，一举超越 Facebook 和 WhatsApp，成为全球最受欢迎的社交应用。

不过，所谓树大招风，2019 年 11 月，特朗普以国家安全为由，宣布对 musical.ly 的收购展开调查。同年 12 月，美国国防部发表“网络安全须知”，称 TikTok 存在安全隐患，要求多个部门禁止下载 TikTok。

2020 年 8 月，特朗普再次以对国家安全构成威胁为由，担心 TikTok 所收集的用户数据会被用于监视美国公民，故要在美国禁止 TikTok，并试图迫使字节跳动要将其美国资产与中国业务分开。次月，有传言称甲骨文在美国政府帮助下，从 Google 手中夺走了 TikTok 的云存储合同，并在 TikTok 获得了 12.5% 的股份，这意味着甲骨文接管 TikTok 的美国数据存储。

然而，此次 TikTok 的协议在 2020 年 11 月美国总统拜登的获胜声中，再次变得不清晰。

直至 2021 年 6 月，拜登宣布撤销了特朗普签署的禁止 TikTok 的行政命令，但随后对 TikTok 的数据问题展开了自己的调查。

时隔一年之后，2022 年 3 月，字节跳动和甲骨文重新开始谈判，旨在让甲骨文接受 TikTok 的美国数据存储，以减少安全问题引发的争议。

100% 迁移到 Oracle

一直以来，TiKTok 多次发布声明以及承诺，“从未向中国提供过用户数据。”然而，美国不少议员仍对 TikTok 的用户数据表示担心。

在此次声明中，TikTok 也再次重申，“TikTok 长期以来一直将美国用户数据存储在位于美国和新加坡的数据中心。弗吉尼亚数据中心包括物理和逻辑安全控制，如防火墙和入侵检测技术。维护备份数据存储位置也很重要，以防止用户数据丢失的灾难性情况，我们在新加坡的数据中心是我们美国用户的备份数据存储位置。”

如今，100% 的美国用户流量都路由到 Oracle 云基础设施。随着迁移的进行，TikTok 称希望从自己的数据中心删除美国用户的私人数据，并让这些数据全部转到美国的 Oracle 云服务器上。目前尚不清楚 TikTok 何时计划完全转向甲骨文的服务器。

不过， Albert Calamug 表示，“这些都是关键步骤，但我们能做的还有很多。我们知道，从安全角度来看，我们是最受审查的平台之一，我们的目标是消除对美国用户数据安全性的任何怀疑。”

毋庸置疑，Oracle 成为了这场争议的最大赢家。
